Louis C. Allen, of Lorton, was arrested on Saturday, May 21, after a child said he approached them at Lake Accotink Park around 6 p.m., struck up a conversation, and rubbed her thigh, Fairfax County police said. She left the play area to get away from him, police said, but Allen reportedly followed her into the lake later that day and touched her again.
Allen jumped into his car and drove away when the girl's family confronted him. Though they recorded that encounter and gave the footage to police and investigators arrested him on Tuesday, May 24, police said.
Police charged Allen with sexual battery and served several outstanding warrants for unrelated crimes, Fairfax County police said. He was being held at the Adult Detention Center without bond.
